March 31, 2026: All finished goods must (1) have a Retail Item ID QR code on each unit and (2) be in “TestPassed” or “RetestPassed” status in Metrc before transfer.

What dispensaries must do with existing inventory

New York dispensaries are not required to physically relabel each individual retail unit of beginning inventory solely to add a Retail Item ID.

Operational takeaway for retailers: If product is already at the dispensary and was received on or before February 28, 2026, it can be sold as-is. It does not need to be returned to a distributor or processor for relabeling just to add a Retail Item ID.

Package UID rules: one UID per container and the 100-pound limit
