This bulletin applies to Metrc (Massachusetts) and explains how to document $0 vendor samples using Metrc’s Trade Sample flag and the new “Vendor Sample Transfer” transfer type, including what to select in the Packages grid and what operational rules apply after transfer.
Bulletin details and compliance intent
Bulletin number: MA_IB_0108
Distribution date: 2/24/2026
Effective date: Ongoing
Subject: Vendor Sample Transfer Type
Purpose: Metrc, in collaboration with the Massachusetts Cannabis Control Commission, issued guidance on how to mark packages as trade/vendor samples and transfer them with no monetary value using a dedicated transfer type.
What changed in Metrc: vendor samples should use a dedicated transfer type
Going forward, when a vendor sample needs to move between facilities without monetary value, Massachusetts operators should use the Vendor Sample Transfer transfer type in Metrc. This transfer type is intended specifically for packages that have been flagged as Trade Samples.
How to flag a package as a Trade Sample in the Packages grid
In Metrc, the Trade Sample indicator is applied at the package level from the Packages grid.
• Navigate to the Packages grid and select the package you want to designate as a trade/vendor sample.
• Open the Trade Sample dropdown option.
• Select Flag to mark the entire package as a trade sample.
How to visually confirm it: Metrc displays a trade sample indicator (shown in the bulletin as a suitcase icon) on the package once it is flagged.
Important operational rule: Once a trade sample package has been transferred to another facility, the trade sample indicator cannot be unflagged.
How to register a Vendor Sample Transfer in Metrc
After the package is flagged as a Trade Sample, the transfer is created from the Packages grid.
• In the Packages grid, go to the Active tab and identify the flagged Trade Sample package you intend to send.
• Select the package and choose New Transfer.
• In the New Transfer window, set Transfer Type: Vendor Sample Transfer.
• Complete all standard transfer fields required by Metrc for your operation, including destination, planned route, departure and arrival times, and transporter information.
• Select Register Transfer to complete the transfer.
Restriction from the bulletin: The Trade/Vendor Sample transfer type should only be used when the packages in that transfer have been flagged as Trade Samples and the transfer has no monetary value.
Practical implications for Massachusetts cannabis operations
Inventory and audit trail accuracy
Using the correct package flag and transfer type creates a clearer compliance record showing that product moved as a sample rather than a sale. This improves traceability during internal audits and regulator reviews because the intent of the movement is explicit in Metrc.
Preventing downstream workflow problems
Because the trade sample flag cannot be removed after a transfer occurs, operators should confirm internal approvals, sample policies, and recipient details before registering the transfer. Treat the “Flag” action as a point-of-no-return once the package leaves your facility.
Avoiding misuse of the transfer type
Operationally, teams should avoid selecting Vendor Sample Transfer for non-sample product movements or any transfer involving consideration/value. Misclassification can create reconciliation issues between sales, invoicing, and inventory systems and may raise compliance questions if the movement doesn’t match business records.
