Metrc is one of the most commonly used cannabis track and trace regulatory systems in the United States. Over 15 states, now including Oklahoma, have contracted with Franwell to use Metrc as their track and trace regulatory solution.

So What Exactly is a Seed to Sale?

Track and trace software does exactly what it sounds like: it tracks cannabis plants from the moment seeds are put in the ground until the moment final cannabis sale is made - a process also known as seed to sale tracking. This tracking includes every step of the supply chain process, such as cultivation, harvesting, processing, testing, distribution, and finally sales to patients / consumers. Metrc's seed to sale tracking is performed using a combination of RFID tags and Metrc's online platform. All cannabis plants and packages are attached with RFID tags, and these tags are used to scan and track cannabis from seed to sale in Metrc's system.

Oklahoma Seed to Sale Requirement Changes

Oklahoma has changed its seed to sale requirements, requiring every commercial cannabis license to be fully Metrc compliant no later than May 26th of 2022, which entails tagging and registering all seeds, plants, and product inventory within Metrc's compliance system.

The owner or key administrator must also complete the Metrc New Business Training as well, which is offered weekdays and on-demand on Metrc Learn. Once you receive your credentials, licensees can log in and access the support page to find the on-demand and self-paced learning modules for additional Metrc training. Click here for a link to OMMA's Metrc Next Steps checklist. All licenses must use Metrc from that date onwards for tracking inventory, transfers, waste, and sales (for retail only)

Requirements for Dispensaries

Dispensaries are included in the licenses that must be fully Metrc compliant by May 26th, 2022. Dispensaries will have until August 24th, 2022 to sell or legally dispose of non-Metrc-tagged items that are listed as present in the store's inventory as of May 26th. No new non-Metrc-tagged inventory can be purchased by dispensaries after May 26th. Non-Metrc-tagged inventory sales from May 27th to August 24th, 2022 need to be logged using Metrc's External Transfer Function. Transporters in Oklahoma may transport a dispensary's non-Metrc-tagged inventory to waste disposal facilities to legally dispose of these products. All non-Metrc-tagged inventory must be picked up, or have arrangements made to be picked up, on or before August 24th, 2022.

Commercial License Holders

All commercial license holders must continue all monthly reporting for activity through May 31st, 2022 using OMMA's Monthly Reporting Template. The last report with activity through May 31st is due on June 15th, 2022. Dispensaries and waste disposal facilities must continue reporting for all sales and disposals of non-Metrc-tagged products through August 24th, 2022. From May 31st, 2022 onward, all Metrc-tagged sales will be handled on Metrc. Businesses reporting zero inventory will need to continue submitting monthly reporting using OMMA's Monthly Reporting Template until zero inventory reporting is available in Metrc. Businesses with zero inventory must still register with Metrc before the May 26th deadline.
